Sandeel feature flags: a list of flags with switches and percentage roll-out bars

The problem

Every release needed a meeting because nothing could be switched off once it was live.

What I did

A small library and one table: flags with owners, expiry dates and a percentage. No dashboard service to run, and no flag lives longer than a quarter without someone saying why.

What changed

From merge to live in 11 seconds behind a flag. About forty teams use it, and three of them send patches.
